Substance Abuse Testing & Assistance Program

There are two drug testing programs we refer to:
UA/MCAW Substance Abuse Testing & Assistance Program (covers Local 601, Local 75, and other UA locals around the state)
Sheet Metal Workers Local #18/SMACCA Milwaukee (covers Local #18 Milwaukee area employees)

While there are two distinct programs, they mirror one another and use the same administrator, CDS. 

What is a communicator?
Both programs require that a signatory contractor have a designated "communicator" on staff.  This person should have received training on the requirements, responsibilities, and protocol involved with the position.  If your communicator has left the company, retired, or you want to assign a new person to the position, online communicator training is available and required.

Communicator training is available online, at no charge by calling CDS (program administrator) at 800-439-1454.  It is a 2-hour program and you will have 2-weeks to complete the program. New communicators must take this course; existing communicators are urged to take the course as a refresher.

How do I ensure that my employees are tested and in compliance with the program?
For existing employees your communicator may go on the online database and check the status of each of your employees. The communicator will need a user name and password to access the confidential information.  Once logged on, you may then check each employees status. 
When hiring new employees, you may ask that only "active" employees be dispatched.

What does "active" and "inactive" mean.
Both terms are defined in the SATAP.  "Active" employees are those who have been subject to and have complied with this program's terms and who therefore are eligible for placement without a pre-placement test for drugs.
"Inactive" is defined as employees who have violated this program's terms and who therefore are ineligible for hire or placement until they have met the criteria for reinstatement on "active" status; or temporary inclusion in the database pending either (1) a conclusion by the Medical Review Officer...or (2) the Contractor's receipt of the result of an employee's reasonable suspicion or post-incident drug test. The programs go on to identify examples of conduct that will result in an employee being place on "inactive" status (Sheet Metal Program - pg 3; UA/MCAW Program pg. iv).
